I was kept waiting almost an hour after the practice insisted I arrive 15 min before my appointment

I felt like the doctor was more interested in telling me that I didn't use proper hygiene than listening to me inform him that I use adult hygiene wipes that created what I thought was hemorrhoids. I am obsessive about my private areas being clean, obviously to a fault. My skin is super sensitive because of my severe chronic allergies. He asked if I had a dermatologist and when I affirmed, he said that I should get a steroid treatment because my skin was so inflamed. It would be another month to see a dermatologist. I called to see if he would write me a prescription but his staff said he couldn't at this time. I waited almost a month to see him. I don't understand why he would not accommodate me. I also called my PCP and they said he should write it. He omitted it in the paperwork.
